The National Organisation of Customs Agents (NOCA) participated in the meeting of the Budget Committee, which considered the draft State Budget for 2025 in its first reading.
Following consultations between NOCA, the Bulgarian National Freight Forwarding Association (NSBS), the Ministry of Finance and the Customs Agency, an agreement was reached on an amendment to the newly created Article 99b of the Excise and Tax Warehouses Act, which proposes to introduce additional requirements for persons organising transport/logistics and persons carrying out the transport of excise goods. Our proposed amendment was aimed at fine-tuning the text to avoid increasing the administrative burden on businesses, while maintaining the policy of improving the control of excise goods as envisaged in the budget.
NOCA has also proposed an additional measure to increase VAT revenue, which, if implemented, could result in up to BGN 1 billion in additional VAT revenue on imports of e-commerce goods. The measure involves the purchase of special software by the Customs Agency, which has already been used successfully in other EU Member States. Unfortunately, NOCA's proposal has not yet been included in the latest version of the draft budget for 2025.
NOCA will continue to actively monitor the process and work to optimise customs and tax policy in the 2025 budget.
