NOCA held a seminar for its members dedicated to the Import Control System - ICS2, phase 3

On 29th November a joint face-to-face and online seminar was held by NOCA, NSBS and Unitax Consult on the Import Control System ICS2, Phase 3. The event was attended by more than 140 representatives of economic operators - customs agents, forwarders, carriers and importers of goods.

The lecturers were experts from the Customs Agency:

  • Mrs. Milena Ivanova - expert, coordinator of information technologies, Directorate "Information Systems and Analytical Activity".
  • Mrs. Ralena Angelova - Expert, Work Process Analyst, III degree, Directorate "Information Systems and Analytical Activity".
  • Mr Tihomir Kamenov - state expert, Directorate "Customs Intelligence and Investigation".

They presented the concept of the new system, the features of working with it and the roles and responsibilities of all participants in the supply chains. The second part of the seminar answered a number of questions raised by participants in the room and online.

From December 2024, all economic operators transporting goods by sea and inland waterways, and from April 2025 also those transporting goods by road and rail, will have to provide customs with a full set of data for an Entry Summary Declaration (ENS) through the Import Control System ICS2. This includes postal and express delivery companies transporting goods by these modes of transport, as well as other parties such as transport and/or logistics companies issuing transport documents to their customers and, in certain circumstances, final consignees established in the EU.
